Mr Barry Lipscomb


Barry Lipscomb retired in 2000 from “a fascinating and diverse career in the UK Immigration Service”.  He and his wife have 3 adult children and 4 grandchildren and live in Winchester.  

Barry was a New Forest District Councillor from 1979 to 1987,  member of the former Winchester & Central Hampshire Community Health Council and Non-Executive Director of the former Hampshire & Isle of Wight Strategic Health Authority. From 2008 to 2013, he was Trustee and Chairman of the Hampshire & Isle of Wight Air Ambulance charity. He was appointed a member of the South Downs National Park Authority from 2012 to 2016. Since 2012, he has been a Governor of South Central Ambulance Service.

Barry was elected to Winchester City Council in 2002 and served until 2016; he enjoyed a cross-party reputation as a Councillor which culminated in his election as 812th Mayor in 2011  In the Council, he formerly led his political Group, was a member of Cabinet,  and specialised in scrutiny, governance and planning. 

Barry enjoys caravanning, travel, photography and just enjoying the built and natural environment. He has a deep interest in people and current affairs and speaks several languages.

Barry became a Trustee of WSC in 2014. He specialises in governance and external relations
